The settings in this file can be accessed in-game by using the /serverui command and navigating to Gameplay -> Exhaustion

Setting Default Description
RefreshLocalHours 0 The hour when exhaustion will be recalculated each day. Time is local to server time. 0 - 23
RefreshLocalMinutes 0 The minute (of the hour) when exhaustion will be recalculated each day. Time is local to server time. 0 - 59
MondayExhaustionRefreshHours 3 The amount of hours of exhaustion time given to players on this day of the week.
TuesdayExhaustionRefreshHours 3 The amount of hours of exhaustion time given to players on this day of the week.
WednesdayExhaustionRefreshHours 3 The amount of hours of exhaustion time given to players on this day of the week.
ThursdayExhaustionRefreshHours 3 The amount of hours of exhaustion time given to players on this day of the week.
FridayExhaustionRefreshHours 3 The amount of hours of exhaustion time given to players on this day of the week.
SaturdayExhaustionRefreshHours 3 The amount of hours of exhaustion time given to players on this day of the week.
SundayExhaustionRefreshHours 3 The amount of hours of exhaustion time given to players on this day of the week.
AllowPlaytimeSaving true If enabled, when exhaustion refresh happens any unused time will be added to a time bank which can be used on subsequent days.
MaxSavedHours 15 Maximum saved hours players can store. This limits how much playtime player can save up.
AllowExhaustionPauseOnRest true Pause exhaustion countdown when player sits in furniture or is sleeping and resumes when getting up.
BonusHoursOnExhaustionEnabled 2.0 Extra playtime hours for player when exhaustion is first enabled.
BonusRetroactiveHoursAfterStart true Allow bonus retroactive playtime for player when joining after first dame day. Only works when AllowPlaytimeSaving is true.
Vehicles This is a collection of each vehicle in the game and the property IsExhastable with a different default value depending on the vehicle.

If true, it means the vehicle cannot be used when exhausted.
