The settings in this file can be accessed in-game by using the /serverui command and navigating to Gameplay -> Civics

Setting Default Description
AllowOverthrow true Determines whether governments can be overthrown.
ValueAdditionToOverthrow 50.0 To overthrow an existing government, a constitution must be placed in a building that exceeds the previous constitution's value by this percent. 100 = 100%
DayRangeForActiveDemographic 1.5 The 'Active Players' demographic will check this many of the past days to determine the hours player by a user.
PercentOfDaysToBeActiveForLongTermDemographic 0.5 The percentage of elapsed days the player must play in order to be considered a member of the 'Long Term' demographic on the server. The player must continue playing to remain in the group as the number of elapsed days increases. 1 = 100%
HoursPlayedToBeActiveDemographic 0.5 The 'Active Players' demographic will apply to any users who played this many hours within the past number of days specified in DayRangeForActiveDemographic.
DayRangeForAbandonedDemographic 1.5 The number of days a player must be inactive before they join the 'Abandoned' demographic.
HoursPlayedToBeAbandonedDemographic 0.0 The 'Abandoned' demographic will apply to any users have have not played more than this many hours within the past number of days specified in DayRangeForAbandonedDemographic.
CitizenAgeForAbandonedDemographic 24.0 The user must be at least this many hours old before they can be considered Abandoned.
MinutesBetweenCivicsUpdates 5.0 Demograhics are updated after this amount of time has passed in minutes.
AllowInvalidCivicContainerTimeInMinutes 60.0 The amount of time in minutes a civics object can have an invalid or missing host object before it is considered invalid.
RecurringTransferFrequencyInMinutes 60.0 Recurring transfers like rent and wages are paid after this many minutes.
AllowLawsToPreventLoginOrPlay false Determines whether laws can be used to prevent a player from playing on a server.
AllowLawsToPreventReputationTransfer false Determines whether laws can be used to transfer reputation.
MaximumElectionHours 24.0 The maximum number of hours an election can last.
MinimumPercentOfEligibleVotersRequired 10.0 The election will not produce a winner unless this percentage of eligible voters have cast their vote.
MinimumDaysBetweenElectionsOfThisType 0.0 Once an election of this type completes, another election of this type cannot start for this many days.
EndElectionEarlyWhenThisPercentHaveVoted 95.0 When this percentage of eligible votes are cast, the election will immediately end.
PercentOfAllVotersToInstantWin 51.0 When this percentage of voters has voted YES for something, the election will immediately end.
PercentOfAllVotersToInstantLose 51.0 When this percentage of voters has voted NO for something, the election will immediately end.
AnonymousVoting false If true, a user's vote will be hidden. If false, everyone can see who everyone else voted for.
TwitchSubscriberVoteWeight 0.2 When streaming on Twitch and allowing chat to participate in election, this specifies how much weight a twitch subscriber vote has compared to a normal player. A value of less than 1 indicates a Twitch user's vote is worth less than a player's vote.
TwitchNonSubscriberVoteWeight 0.1 When streaming on Twitch and allowing chat to participate in election, this specifies how much weight a vote cast by a twitch user who is not your subscriber has compared to a normal player. A value of less than 1 indicates a Twitch user's vote is worth less than a player's vote.
MaxPercentTwitchVotes 50.0 The total percentage of votes cast the Twitch audience is allowed to contribute.
EnableAdminUI false If true, admin users will be able to access the civics admin UI from the settlement roster tab in a Town Foundation.
HoursAfterDeedOverburdenedBeforeRemovingPlots 24.0 If a town loses influence and can no longer support all of its existing claims, this number of hours will pass between warning of the crisis and automatically removing claim stakes to resolve the property crisis.
