It seems that during this time adding more fertilizer does not increase the amount of nutrients that the plot will get. This means that to apply more than one unit of fertilizer to a given plot, one must wait for about 10 minutes (check with a soil sampler to be sure that the soil parameters have been updated) before applying another unit.
